The SouthEast Regional Advisory Council (SETRAC) has been a leader in Texas for providing quality General Access and School-Based Hemorrhage Control kits, along with free training, to over 29 of the 38 Independent School Districts in and around the Greater Houston area. We’ve held over 400 classes for airports and general businesses which totals over 18,500 people trained in bleeding control. Our classes are approved by the Texas Education Administration. SETRAC is home to the National Stop the Bleed State Coordinator for Texas.
Our custom-made Hemorrhage Control kits all contain the required elements outlined in Texas HB-496 and come in a resealable pouch. Each kit has the option of including QuickClot® for an additional price. The resealable pouch allows for ease of access and resupply of items utilized or expired without having to discard the entire kit.
U.S. Communities and National IPA, both wholly-owned subsidiaries of OMNIA Partners, have come together as OMNIA Partners, Public Sector. All public sector participants already registered with National IPA or U.S. Communities continue to have access to all contracts, with certain exceptions, in the portfolio and do not need to re-register to use a legacy National IPA, legacy U.S. Communities, or new OMNIA Partners contract. U.S. Communities and National IPA remain separate legal entities and lead agency contracts completed under each brand are effective and available for use through the contract’s approved term. In the event we believe re-registration is necessary for any reason, OMNIA Partners will let you know.

Products and services to provide a bleeding control kit that will meet the requirements of H.B. 496 as well as a complete line of hemorrhage control related products and services to meet the needs and requirements of Participating Public Agencies.
- Free "Stop the Bleed" training provided for all Texas schools that purchase kits
- Kits are resealable. Replace just the items you need and not the entire kit when necessary
- For every 500 kits purchased, SETRAC will donate 1 kit OR provide 1 free Emergency Kit Bag
Region 4 kits cost $64.00 for Hemorrhage Control kit or receive a discounted price of $60.00 for each kit with orders of 500 or more (shipping cost excluded). The Hemorrhage kits contain Resealable bag, C-A-T Tourniquet®, Compression Gauze, Emergency Compression Bandage, Trauma Scissors, Permanent Marker, Pair non-latex gloves, Instructional Card, Hyfin Chest Seal, and Emergency Blanket.
QuickClot® can be added to any Hemorrhage Kit for an additional $30.00 a kit. An Emergency Duffel Bag may also be purchased for $25.00 a bag and are great for carrying up to 10 stop the bleed kits.
