Who is Region 4?
Region 4  Education Service Center is dedicated to supporting schools with high-quality services, training, and resources that drive student success. As the largest service center in Texas, they continually seek innovative ways to help districts and charter schools operate efficiently and achieve their goals.

The Relationship with OMNIA Partners
OMNIA Partners is honored to be partnered with Region 4, who serves as a lead agency that currently solicits and awards cooperative contracts available in the OMNIA Partners portfolio. The lead agency contracting process is the foundation of OMNIA Partners and sets us apart from other cooperatives.

Is Region 4 a Public Agency?

Region 4 Education Service Center (Region 4) is one of 20 regional education service centers established by the Texas Legislature in 1967 to assist school districts and charter schools in improving efficiencies and student performance. Regional education service centers are non-regulatory, intermediate education units. Texas Education Code, Chapter 8, gives each school district the opportunity to voluntarily be served by and participate with a regional education service center. Region 4 is part of the Texas Public School system and reports to the Texas Education Agency.

They serve a eight-county area comprised of 47 school districts and 43 charter schools, representing more than 1.2 million students and 108,136 professional educators. Region 4 provides nationally recognized professional development; technical assistance services; and high-quality, economical products for school districts and charter schools.

Recognitions

In 2025, Jorgannie Carter, EdD, Chief of Finance and Business Services, was named a Texas Association of School Business Officials (TASBO) Public Education Ambassador. This honor is reserved for TASBO members who are recognized leaders and advocates in advancing public education.

The Center for Finance and Business Services received the Association of School Business Officials International (ASBO) Certificate of Excellence in Financial Reporting, a distinction that highlights Region 4’s commitment to best practices, innovation, and transparency in financial reporting.

At the 2025 Texas School Public Relations Association (TSPRA) Conference, Region 4 communications and marketing professionals earned multiple awards. Marketing Specialist Kimberly Garcia received two gold awards in the Flyer category for her work with the Special Education department, and a team including Bevin Gordon, David Del Toro, Kimberly Garcia, and Marijane Kelly secured a gold award in the Special Event category for the 2023 Region 4 Teacher of the Year Celebration.
