City of Mesa Procurement Regulations

The City of Mesa procurement regulations originate in the City Charter and are further defined in the City Code, Management Policy and Procurement Rules. These procurement regulations govern all City procurement activity. Recognitions

In 2019, the National Purchasing Institute honored Mesa's Purchasing Division with the "Achievement of Excellence in Procurement" award for the fifteenth consecutive year. This prestigious award recognizes organizational excellence in public procurement and is awarded to those organizations that meet criteria designed to measure innovation, professionalism, e-procurement, productivity and leadership.

In 2016 and 2019, Mesa was awarded the NIGP Outstanding Agency Accreditation Achievement Award (OA4) by NIGP: The Institute for Public Procurement. The OA4 recognizes agencies that lead the public procurement profession through the implementation of best practices. Agencies that earn this designation are OA4-accredited for three years. NIGP represents over 3,000 government agencies throughout the United States and Canada and only 151 of those agencies have ever attained this distinction.

For the thousands of agencies represented by the NPI and NIGP, Mesa’s Purchasing Division is only one of twenty-four agencies that are actively awarded both the AEP and OA4 designation concurrently.

The City of Mesa Purchasing Division acquires quality materials and services for City Departments in a timely and cost-effective manner, providing the resources they need to perform their jobs, while maintaining an open and competitive bidding environment.
